// The fraud reality, 2025

Cargo theft is a $725M problem — up 60% in twelve months.

Sourced industry numbers, not our marketing. Every datapoint below carries a citation in the footer. The fraud landscape is what created the category — and what makes a serious vetting platform table-stakes for any broker tendering above noise.

The five attacks your vetting has to stop

Identity fraud

A bad actor poses as a legitimate carrier or broker, intercepts the tender, and disappears with the load. The #1 fraud type in the 2025 TIA survey.

Double-brokering

The carrier on paper isn't the carrier on the road. Re-tendered to an unvetted operator who absorbs your liability and sometimes the freight.

Strategic / fictitious pickup

A truck shows up at the shipper with a forged BOL and credentials that look legitimate. Cargo leaves and never arrives.

Chameleon carriers

Shut-down operators reincarnate under fresh DOT numbers, same address and principal. FMCSA's 2026 crackdown only catches a fraction.

Cyber-enabled cargo theft

Spoofed emails, compromised carrier portals, fake load-board listings. The FBI now classifies cargo theft as "primarily cyber-enabled."

// Verification

Six pillars. 47 datapoints.
One verifiable record per carrier.

Every onboarding runs the same rubric. Every datapoint cites the source it came from. Every check is timestamped, attributed, and saved — so the audit you might have to face is the easy part.

01

Authority & Identity

MC/USDOT pulled live from FMCSA. Authority age, common/contract status, revocation history, and identity reuse across MC numbers — the chameleon-carrier red flag.

  • FMCSA SAFER + QCMobile live pull
  • Authority age & status timeline
  • Address / phone / email reuse scan across all active MCs
  • Chameleon-carrier pattern detection
  • OFAC / SDN sanctions screening
02

Insurance & COI

Auto liability, cargo, GL, and MCS-90 — pulled, parsed, and watched. Certificate-holder named correctly. Real-time lapse alerts before the carrier learns about it.

  • Live FMCSA insurance filing pull
  • COI parse + named-insured match
  • Certificate holder verification
  • Real-time lapse + cancellation alerts
  • Cargo limit threshold rules
03

Safety & CSA

Full BASIC scoring, OOS rates vs national average, crash indicator, and FMCSA safety rating. Watchlist auto-flags carriers crossing your tolerance bands.

  • All seven CSA BASIC scores
  • Driver + vehicle OOS rates vs 5.5% / 21.6% national
  • Crash indicator with severity weighting
  • Configurable tolerance bands
  • Inspection-history download (3-year)
04

Financial & Legal

W-9, EIN-to-MC match, BMC-84/85 surety verification, signed carrier-broker agreements with versioned audit trail. Banking VOID checks on file.

  • EIN ↔ legal name ↔ MC reconciliation
  • BMC-84 / BMC-85 surety verification
  • Versioned carrier-broker agreement vault
  • VOID check / ACH letter capture
  • Ownership disclosure on record
05

Fraud Watch

Live double-broker detection, dispatch-service tagging, fraud-history flags, and our own internal report-back network. The "should we tender?" decision in one screen.

  • Double-broker pattern detection
  • Dispatch-service vs carrier tagging
  • Internal fraud-report network
  • Cross-customer fraud signal share (anonymized)
  • Strategic-pickup risk score
06

Audit Trail

Every datapoint we checked, when, from where, and who saw it. The documentary record that survives a cargo claim, an FMCSA audit, and a deposition.

  • Per-tender verification log
  • Source citation for every datapoint
  • Negligent-selection defense pack export
  • Immutable timeline (write-once)
  • SOC 2 access logs
// Continuous monitoring

A vetting record that doesn't go stale.

A packet collected at onboarding is a snapshot of a moment in time. Insurance lapses, authority gets revoked, BASIC scores drift, identity gets reused on a different MC. Carrier Confirm re-checks every active carrier on the cadence below — and pings your team the moment something changes.

Real-time
Authority revocation
Webhook + email + SMS the moment FMCSA suspends or revokes operating authority. Active loads quarantined.
Real-time
Insurance lapse
Cancellation, lapse, or below-threshold change ingested from carrier insurance filings.
Hourly
Watchlist hit
TIA Watchdog, internal fraud feed, or peer-broker report flagged this MC since last check.
Daily
BASIC score delta
CSA SMS scores re-pulled and diffed. Carriers crossing your tolerance bands surface on the dashboard.
Weekly
Identity reuse
New MC numbers fingerprint-matching an existing one (phone, email, address, principal) get flagged.
Monthly
Document refresh
W-9s, agreements, banking auto-rotated on schedule. Stale paperwork doesn't age into liability.
// Fraud Watch

A signal network that shares what one broker can't see alone.

When a carrier scams a customer on the network, every other customer sees it within the hour. Anonymized, double-blind, broker-controlled — modeled on TIA Watchdog and CargoNet, with automated cross-customer pattern detection on top.

Pattern detection

Phone, email, address, and principal reuse across MC numbers. Dispatch-service tagging. Rightful-owner validation. The signals identity-only platforms charge extra for — included in Monitor and above.

Cross-customer signal

Every fraud report on the network becomes a signal for every customer on the network. We never share customer-attributable data — you see "flagged by 3 brokers in last 30d," not who.

Double-broker block

Tender-time check correlates the dispatching MC against the moving MC. Mismatches halt the tender before it leaves the TMS, with a one-click escalation to your fraud desk.

// Audit trail

When the load goes sideways,
your paper trail is already done.

The hardest part of broker liability defense isn't carrier vetting — it's proving you did it. Carrier Confirm produces the documentary record courts ask for: every datapoint we checked, when, from where, by whom. Exportable as a sealed audit pack, shaped around the Schramm and Sperl negligent-selection fact patterns and counsel-reviewed on the Defend tier.

  • Per-tender verification log — immutable, write-once
  • Source citation on every datapoint (FMCSA, COI, watchlist)
  • User attribution + timestamp for every reviewer touch
  • 7-year retention by default · custom retention on Defend
  • One-click export, sealed PDF + machine-readable JSON

// Solutions

Built for the role you actually run.

Brokers, 3PLs, and shippers each carry a different liability posture. The platform stays the same; the workflow, permissions, and audit pack flex to fit.

Freight brokers

The full vet-and-monitor stack. Tender-time checks, watchlist, audit pack — built around the bond claim and negligent-selection defense your bond carrier and outside counsel will ask about.

  • Tender-blocking on authority / insurance lapse
  • Per-tender verification log
  • McLeod / MercuryGate / Aljex / Revenova native

3PLs

Branch-aware permissions, multi-seat at scale, and the cross-customer fraud signal that's twice as valuable when the network is bigger. Defend-tier customers get a dedicated CSM and 24/7 SLA.

  • Branch / region permission scoping
  • SSO (SAML / OIDC) + SCIM provisioning
  • Custom rules engine + tolerance bands

Shippers (direct-tender)

Direct-to-carrier shippers carry the same fraud risk brokers do — with thinner ops staffing. Carrier Confirm runs your private-fleet alts through the same rubric, gates dock-arrival, and quarantines on lapse.

  • Approved-carrier list (ACL) management
  • Dock-arrival identity check
  • Tender-time auto-quarantine on flag

// In their words

Why brokers and 3PLs run on it.

"We replaced two compliance vendors and a Google Sheet with one platform. The audit pack alone paid for the year — we used it the first time we got a bond claim."
K. Harlan Director of Carrier Compliance · Mid-Atlantic 3PL · 600 trucks under contract
"The continuous monitoring catches lapses we never used to see — we got a real-time cancellation ping on a carrier that was 30 minutes from being tendered. That's the use case."
M. Reyes VP Operations · Refrigerated brokerage · ~140 carrier loads / day
"Onboarding a new carrier used to be a 35-minute job for our compliance lead. Median is under two minutes now. We tripled our active carrier base without adding a head."
D. Okafor Operations Manager · National food-grade brokerage
// FAQ

Questions buyers actually ask.

If we don't answer it here, we'll answer it on the call. We tell you when an integration is roadmap, not "available." We tell you when a feature is on Defend and not on Verify.

Packet collection is one moment in time — the day you onboarded the carrier. Carrier Confirm runs continuously: authority, insurance, BASIC scores, and fraud-feed signal are re-checked on a 24/7 cadence, and we keep an immutable per-tender log of what was true the moment each load was awarded. That log is the document your bond claim and outside counsel will need.

No. Carriers complete the packet for free. Charging carriers creates the wrong incentive — we are paid by the broker / 3PL / shipper who has skin in the game. This also means our fraud signal is genuinely cross-customer and not gated behind a paywall the carrier has to clear.

We pull from FMCSA SAFER, QCMobile API, MCMIS, and L&I — both the public endpoints and the licensed feeds. Authority status and insurance filings refresh in real time on change events. CSA SMS BASICs refresh daily. Inspection and crash data refresh on FMCSA's monthly publication cycle.

Probably yes. We are live on McLeod LoadMaster, MercuryGate, Aljex, Revenova, Trimble TMW, Tai, Rose Rocket, and Turvo. If you run something else, we have a generic REST + webhook interface and a no-code Zapier / n8n bridge. Talk to sales — we have not yet hit a TMS we could not push to.

When a load goes sideways and you need to demonstrate that you exercised reasonable care in carrier selection, you export the audit pack for the tender. It includes every datapoint we verified, the source, the timestamp, the user who reviewed it, and the rule that allowed the tender to proceed. We have shaped this around the *Schramm* and *Sperl* fact patterns and counsel-reviewed it on the Defend tier.

Yes. Customers on Monitor and above can upload internal blocklists, regional carrier preferences, lane restrictions, and watchlists. They merge with our cross-customer signal and the public TIA Watchdog feed.

Median time-to-clear on a clean carrier is under 90 seconds end-to-end. Carriers with paperwork issues (expired COI, mismatched named-insured, mid-rotation banking) flag for human review in the same screen — typically cleared inside one business hour.

No. We host and version yours. Most customers bring their own paper, drafted by their counsel; we present it inside the carrier flow with click-through capture, signature timestamping, and amendment-on-renewal. If you do not have one, we will share a TIA-aligned template on request.
